Finally, it would avoid confusion if the permit text explains that these sites <br />had been associated with previous mining but are now being used to also monitor the New Horizon <br />North Mine. <br />In the November 29, 2011 submittal, monitoring data from 2009 to present was submitted for surface <br />water monitoring sites SW -N1 and SW -N3 for inclusion into Appendix 2.04.7 -2. Also, permit text in <br />Section 2.04.7 and Table 2 in Appendix 2.05.6(3) -3 were revised. However, no spoil springs are <br />included in Table 2 of Appendix 2.05.6(3) -3, even though it is stated on page 14 of Section 2.04.7 that <br />the spoil springs will continue to be monitored. Please explain. <br />Joe Dudash Email of November 1, 2011 <br />The Division noted that the location of SW -N1 was not shown on Map 2.04.7 -1 and that SW -N210 through SW- <br />N214 were not shown on Map 1 of Appendix 2.04.7 -2. In the November 29, 2011 submittal, Western Fuels <br />added the location of SW -N1 to Map 2.04.5 -1 and eliminated Map 1 in Appendix 2.04.7 -2. However, the <br />Division requests that Map 2.04.7 -1 be revised to include a notation that the location of SW -N1 is shown on <br />Map 2.04.5 -1. <br />Joe Dudash Email of November 17, 2011 to Ryan Lunde <br />1) The Division agrees with Western Fuels' proposal to use the current New Horizon surface water <br />monitoring data for SW -N1 and SW -N3 as baseline for the New Horizon North permit application. <br />2) The Division agreed earlier with Western Fuels' proposal to not include sampling of surface water <br />monitoring sites SW -N6, SW -N7 and NPDES 001 in the New Horizon North permit application since <br />SW -N213 and SW -N214 were already being sampled. <br />3) The Division proposed that Coal Creek Canyon, Tuttle Draw, Meehan Draw and the San Miguel River <br />be sampled upgradient and down gradient in order to verify the predictions contained in the PHC. <br />Baseline and operational data would be needed.
