The purpose of the <br />site visit was to follow -up on reclamation of NFS lands that were mined without authorization. <br />J1 Johnson, operator for Kay Blecha, met me onsite at 3pm. We discussed the status of the reclamation and I found the <br />recontoured slope had been seeded with the approved native seed mix and that about 1/4 of the site was mulched in <br />with certified weed -free straw. <br />I noted to JJ that about 1/4 of the slope was too steep. The rest of the slope was at or close to the 3:1 contour, left <br />rugged for benefit of revegetation. <br />I stated to JJ to stop any further reclamation and continue again when the site is accessible, approximately late April <br />2012. The slope should be corrected to meet the 3:1 slope and the straw mulch will need to be tamped in if a track hoe <br />is not used cross -slope to track in the mulch. <br />I was disappointed to find out the onsite operator, JJ Johnson, had not seen the plan of operation from the FS. Kay <br />Blecha had called JJ with instructions for reclamation, but it appears that JJ was not aware of the full reclamation <br />requirements. <br />I will create an amendment for signature that gives Mr. Blecha until June 1, 2012 to complete reclamation.
