December 6, 2011 C -1983- 059 /Terror Creek Loadout JRS <br />GENERAL MINE PLAN COMPLANCE: <br />- The operations at the Terror Creek Loadout appeared to be consistent with those approved in the permit, <br />including coal unloading from trucks, coal processing (crushing and sizing), coal stockpiling and train loading. <br />ROADS — Rule 4.03; Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03. 1(5) and (6)/4.03.2(5) and (6), Reclamation 4.03.1(7)/4.03.2(7): <br />- The haul road going into the site and to the truck scale is a paved road. The road was stable and well maintained. <br />The remaining road loop through the east portion of the facility to the truck dump is a dirt/gravel road. This <br />portion of the road was also well maintained and stable. The outslopes of the haul road exhibited a minor amount <br />of Tilling but were fairly well vegetated and stable. <br />SUPPORT FACILITIES - Rule 4.04: <br />- The outslopes for the coal processing and stockpile pads were stable at the time of the inspection. The slopes <br />were well vegetated and stable but did have some weeds present. Terror Creek has been advised about the weed <br />issue in previous inspections. This area will be inspected in the spring and summer to verify that the operator is, in <br />fact, working on spraying and controlling the weeds. There were no erosional problems noted on the outslopes. <br />- All of the coal stockpile areas (1/4" coal, stoker coal, lump coal and raw coal) were stable at the time of the <br />inspection. The coal stockpile areas appeared to conform to the areas shown on Map 14 - Sedimentation Control <br />and Small Area Exemption. The Division will make an estimate of the volume of the coal stockpiles in a future <br />inspection. <br />- The fuel storage area contains several above - ground unleaded and diesel tanks. The tanks are enclosed to protect <br />the surface water and surrounding areas in the event of a spill. There were no problems with the fuel storage area. <br />- The rail line and loadout facility were stable and in good condition at the time of the inspection. The rail line is <br />an SAE. There did not appear to be a problem with sediment leaving this site. <br />- The facilities area (shop, office and bath house area) was stable at the time of the inspection. <br />TOPSOIL — Rule 4.06; Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.063; <br />Redistribution 4.06.4: <br />- Topsoil stockpiles 41 and 42 were well vegetated and stable and no erosional problems were noted on either pile. <br />Both stockpiles had a topsoil stockpile marker in place, as required. The Terror Creek Loadout has been advised <br />of weed issues on the topsoil stockpiles.
