Conclusion
The size of Sediment Pond 013 was enlarged over the design to allow for additional sediment
storage so clean out frequency could be expanded upon. SEDCAD4 program was utilized in the
design to size the pond and to determine the size, location and placement of the gate valves,
Primary and Emergency Spillway Pipes. The SEDCAD4 10 & 25yr -24hr models can be viewed
within this document. SEDCAD4 shows that neither the 10yr or 25yr even reaches the top of the
Primary Riser.
Pond 013 embankment stability analysis for a Safety Factor was performed using the SB -Slope
stability software. A factor of safety in excess of 3 to 1 was calculated for the As- Built. Well above
the required 1.3 that is stated in 4.05.9(8)(b).
I, Ross L. Gubka, P.E., was on the construction site of Pond 013 the entire time as W FC's
company representative. I have a wide variety of experience in the design and construction of
earth fill embankment and impoundments. Nothing was observed during the inspections that would
indicated the pond has a potential for failure. The sediment pond was constructed in accordance
with the applicable regulations during October and November 2007. The design of the sediment
pond is shown in Attachment 2.05.3(3) -21 and in Map 2.05.3(3) -18.
/ LLOB
Ross L.
