"Total Metals" means the concentration of metals determined on an unfiltered sample following vigorous digestion (Section <br />4,13), or the sum of the concentrations of metals in both the dissolved and suspended inactions, as described in "Manual oj' <br />Methods for Chemical Analvsis of Water and Waytav," U.S. Environmental Protection Agency, March 1979, or its equivalent. <br />15. "Total Recoverable Metals" means that portion of a water and suspended sediment sample measured by the total recoverable <br />analytical procedure described in "Methodvfor Chemical Anaivxis of Water and Wavtav, " U.S, Environmental Protection <br />Apricy, March 1979 or its equivalent. <br />16. "Twority four (24) hour composite" sample is a combination of at least eight (8) sample aliquots of at least 100 milliliters. <br />collected at equally spaced inttivals during the operating hours ol'a facility over a twenty-four (24) hour period. For volatile; <br />pollutants, aliquots must be combined in the laboratory immediately bethre analysis. The composite must be flow <br />proportional; either the time interval between each aliquot or the volume of each aliquot must be proportional to either the <br />wastewater or effluent flow at the time of sampling or the total wastewater or effluent flow since the collection of the previous <br />aliquot. Aliquots may be collected manually or automatically. <br />17. " Fwice Monthly" monitoring frequency means that two samples shall be collected each calendar month on separate weeks <br />C <br />with at least one full week between the two sample dates. Also, there shall be at least one full week between the second <br />sample of a month and the first sample of the following month. <br />18. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil, <br />19. SPECIAL REQUIREMENTS <br />1, Materials Containment Plan <br />Pursuant to Sections 61.8(3)(8) and (r) of the Colorado Discharge Permit System Regulations, the permittee is required to <br />submit a Materials Containment Plan. Such a plan was previously submitted to the Division. An update of the plan shall be <br />submitted to the Division within ninety (90) days after the effective date of this permit and mast be implemented. The update <br />of the plan shall include changes in the information and procedures for the prevention and containment of spills of materials <br />used, processed or stored at the facility which if spilled would have a reasonable probability of having a visible or otherwise <br />detrimental impact on waters of the State I The u,)da*ed plan shall include. but not necessarily be limited to: <br />a. An updated history of the spills which have occurred in the three (3) years preceding the effective date of this permit. <br />The history shall include a discussion on the cause of the spills and a the preventative measures designed to eliminate <br />them from reoccurring, <br />Z, <br />b, An update of the reporting system which will be used to notify, at a minimum. responsible facility management, the <br />Division, the Environmental Protection Agency, downstream water users within 5 miles downstream of the facility, and <br />local health officials; <br />c. A description of any changes in the preventative facilities (including overall facility plot) which prevent, contain, or treat <br />spills and unplanned discharges; <br />d. A current list which includes the volumes or quantities of all materials used, processed, or stored at the facility which <br />represent a potential spill throat to surface waters, The location of stored material shall be indicated on the facility plot <br />submitted for item c; <br />e An impkxrnentation schedule 1br additional facilities which might be required in item c, but which are not yet operational., <br />C. A current list of available outside contractors. agencies, or other sources xhich could be utilized in the event of a spill in <br />order to clean up its effects. If the facility is capable of handling spills in-house. this shall be documented in the plan-, <br />
