Marcia Talvitie of the Division was present on all four days, and was joined by <br />Jared Ebert of the Division's Denver office on the 14th and 15th. The purpose of this inspection <br />was two -fold: to conduct a routine inspection of the mine and permit area, and to observe <br />completion of the soil sampling plan approved under TR -61. <br />TR -61 Soil /Overburden Sampling and Analysis Plan - Morgan Property <br />• Sampling of the "Undisturbed Native Soils" on the Morgan property was accomplished <br />previously, on November 22, 2011. <br />• The remainder of the sampling, of the "Substitute Subsoil Redistribution Area" and <br />"Stockpiled Soils Resource ", began on Monday, December 12 and was completed on <br />Wednesday, December 14. Weather conditions were highly variable, alternating between <br />wet, sunny, and snowy. Temperatures were generally cold. <br />• The sampling operation was conducted by representatives of Key Agricultural Services, Inc. <br />(Key -Ag): Aaron DeJoia, MS; Tad Wesley, MS; and Andrew Harley, PhD. For the <br />GeoProbe® drill rig, Key -Ag contracted with ACL The rig was operated by a two -man <br />crew. Each of these five individuals was present throughout the duration of the project. <br />• Two representatives of the OSM were on -site to observe the sampling: Amy McGregor and <br />Christine Belka. On December 12, until 2:00 p.m., Robert Rayer and Charles Peacock from <br />the Grand Junction office of the NRCS were able to participate. <br />• Michael Morgan was present throughout all three days of sampling. JoEllen Turner was able <br />to be present only during the morning of December 12, for excavation of the Subsoil <br />Substitute test pits and a portion of the Lift A stockpile Geoprobe® sampling. <br />• Western Fuels was represented by Ross Gubka for the duration of the project.
