OBSERVATIONS <br />PERMIT #: M- 1995 -075 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: December 8, 2011 <br />This was a routine monitoring inspection performed by the Division as part of its monitoring of Construction <br />Materials 112c permits. The operator was contacted but was not present during the inspection. There was no <br />activity and no personnel at the site. The operator normally secures the site by locking the gate, but it was left <br />unlocked on the day of the inspection to allow vehicular access by this inspector. There was about 3 inches of <br />new snow cover on the site, but it did not prevent access or observation of the necessary topics. <br />The required permit ID sign was posted at the entrance gate, and the permit boundary consists of a fence <br />around the entire site. <br />Mining has not advanced much since the last inspection in 2007, and the pit appears stable with some <br />revegetation evident. Most of the pit walls are sloped at or near 3:1 gradient. There are several stockpiles of <br />earthen material /product in the pit and on the eastern side of the site, which the operator has added to <br />and /or drawn from recently. No evidence of noxious weeds was observed at the site. <br />The operator is approved for storing some various road and bridge materials and equipment in the southeast <br />corner of the site. This includes a large steel tank, equipment blades, and pieces of concrete. It was noted <br />that there are currently 26 steel drums stored there. The drums are labeled as yellow road striping paint; <br />there was no spilled paint. All drums were securely closed and appeared to be empty. The drums are near <br />new, and are not presently broken, rusted or breached in any way, but they should not remain stored this way <br />for too long, since they can degrade when stored in conditions unprotected from the weather. This is not a <br />problem at this time. If they are not removed from the site altogether, the operator should consider placing <br />them on pallets and tarping them. <br />There are a few old culverts stored at the site which the operator stated are to be moved soon, and some new <br />steel I -beams that were recently delivered to the south side of the pit. These items are acceptable.
