application is calculated and compared to the 1.84 tons /acre standard. This process would <br />continue until the minimum 3 year average of production data met the technical standard. <br />Production success for the reclaimed block will be achieved if direct comparison of the updated <br />minimum 3 year average 1' cut production equals or exceeds 100% of the of the 1.84 tons per <br />acre standard. <br />5.6 Irrigated Cropland Interim Monitoring <br />For Irrigated Cropland (on Prime Farmland), interim monitoring will occur in Years 5 and 8 since <br />Year 1 will have a green manure crop and Year 6 will have an annual oats /barley crop. Interim <br />monitoring is not the same as the sampling required for a Phase 2 bond release. The interim <br />monitoring is to provide the Division, the landowner and WFC the information needed to assess <br />the progress and make any necessary adjustments, if needed. <br />For the interim monitoring in Years 5 and 8, a qualified vegetation or agronomy professional will <br />make an estimate based on visual assessment and /or clipped plot sampling conducted just prior <br />to 1' cut harvest, and report, at a minimum, the estimated percent composition by weight of <br />alfalfa and the estimated percent composition by weight of permit listed noxious weeds, for the <br />alfalfa field or fields that would be included within a single block for future bond release. The <br />report to be prepared based on the evaluation will include a statement of professional opinion as <br />to whether the subject field(s) would meet the bond release criteria of at least 85% relative <br />production of alfalfa and no more than 1 % relative production of permit listed noxious weeds. <br />In addition, monitoring based on 1' cut harvest bale weight and count will be conducted, and the <br />results will be included along with the relative production assessment results, in the annual <br />reclamation report submitted to the Division for the year. A sample of bales will be weighed, with <br />bale selection and weighing procedures to be consistent with procedures for final bond release, <br />with the exception that sample size will be a minimum of 6 for large bales ( >500 pounds) and a <br />minimum of 15 for small bales ( <100 pounds). Attainment of sample adequacy is not required. <br />The estimated hay production will be reported in pounds per acre, based on average bale weight, <br />total bales in the subject fields, and acreage of the subject fields. <br />Final monitoring for bond release will occur in years 8, 9, and 10.
