MANAGEMENT With this letter, New Elk Coal Company (NECC) is submitting a request for permission to move two of the exploration holes approved by NOI -X- 2011- 232 -00. NECC proposes to move NE -06- 11 and NE- 10 -11. The follow tables show the permitted and proposed location and drilling depths of the two exploration holes. The drilling depth of the two holes increases by 1,200 feet in their proposed new locations. As you know NE -16 -11 was drilled on NECC's property. NECC permitted NE -16 -11 under its DRMS mining permit C- 1981 -012 through minor revision 97 and a reclamation bond was posted. The 1,300 foot exploration hole NE- 16 -11was also bonded under NOI -X- 2011- 232 -00. The NOI bond amount posted for NE -16 -11 should offset the bond increase for holes NE -06 -11 and NE -10 -11 due to 1,200 feet of additional drilling depth.
