OXBOW MINING, LLC
.9
3737 H 133 P.O. Box 535 Somerset, 0 81434 USA Tel 970
Hwy (970)929-5122 Fax
( )
(970)92 -5177
December 13, 2011
Mr. Brock Bowles
Environmental Protection Specialist
Colorado Division of Reclamation, Mining and Safety
1313 Sherman Street, Room 215
Denver, Colorado, 80203
Re: Oxbow Mining LLC, Permit No. C- 1981 -022, Request for MR -97 — Second Fan at Bear
Creek Fan Facility.
Dear Mr. Bowles,
The purpose of this letter is to request MR -97. MR -97 provides for the addition of a second
ventilation fan located on the existing Bear Creek fan facility disturbance. MSHA requires more
ventilation air through the Gob and the mine bleeder system for the North Mining District and a fan
capable of pulling air at higher pressures was selected. The second fan will be connected to the
existing shaft and fan steel structure and airflow to the second fan will be controlled via internal air
flow regulating doors. Only one fan will run at a time and the first fan will remain in place and fully
operable as a spare. The second fan will not increase flow volume, rather it will increase flow
pressures thus reducing the occurrence of "stalls" occurring with the present fan.
No additional disturbance is required for the second fan. The fan will fit into the present footprint of
the existing Bear Creek fan facility. The approximate 15'x10'x50' structure will consist of the fan,
drive, motor and pre- engineered steel structure. The fan will require a number of concrete footers,
foundations, pedestals, etc. containing approximately 153 CY of reinforced concrete. The existing
security fence will need to be shifter a bit closer to the Bear Creek ranch road but traffic will not be
affected. Recall that the surface ownership for this facility area is Oxbow Mining, LLC.
The MR -97 consists of the attached PAP pages 2.05 -11b, 2.05 -12b, 2.05 -12c and Exhibit 2.05-El-
BCA4. We also request the Division complete the reclamation cost estimate for the additional fan.
Please contact me at (970) 929 -5806 should you have questions or require further information.
Sincerely,
w.ti, k r
d mes A.
