MINE ENGINEERING <br />MINE RECLAMATION <br />December 13, 2011 <br />Janet Binns <br />Division of Reclamation, Mining and Safety <br />1313 Sherman St., Room 215 <br />Denver, CO 80203 <br />Re: New Elk Mine Permit C -1981 -012 <br />Minor Revision Application No. 103 <br />Cell Repeater Installation <br />Dear Ms. Binns. <br />On behalf of New Elk Coal Company, (NECC) enclosed is an application for a minor revision to construct <br />facilities necessary to install a. cell repeater on a point high above the mine facilities. Associated facilities <br />include constructing a power line to the cell repeater and constructing necessary travel ways. The cell <br />repeater is mounted on a long power pole. <br />One travel way will be designated a light use road and the other a maintenance road as shown on Map 11, <br />Sheet 1. The light use road is located along a previously disturbed area. The maintenance road will be <br />utilized to construct the power line. Approximate 0.5 acres of new disturbance will occur during the <br />construction of the maintenance road. The power line is shown on Map 11, Sheet 2. The affected area <br />will not increase since this area has been undermined. <br />The light use road and maintenance road both cross the RDA upper diversion ditch. In order to cross the <br />ditch it must be filled with dirt or a culvert installed in the ditch. Since this is a short term project, the ditch <br />will be filled with dirt.
