Please refer to section 11.4.3 VLF in the Amendment No. 9 <br />Permit Application for a detailed discussion of decommissioning and reclamation of the <br />liner for the current VLF. It is anticipated that the PSE lined area proposed in TR 64 is <br />contiguous with, and indeed, "ties into" the VLF liner, that decommissioning and <br />reclamation will be exactly the same. Briefly summarizing section 11.4.3: (1) Upon <br />reaching CNWAD criteria in the VLF, the liner system will be breached by using a drill rig <br />to penetrate the subsurface to allow downward migration of any post - reclamation <br />stormwater; (2) the liner system will be folded in on the edges; (3) excess fill materials over <br />the entire area will be graded to slopes gentler than 2.5H to 1V using bull- dozers; (4) the <br />entire area will have growth media placed to a depth of not less than 6 inches using the <br />truck/shovel fleet or earthmoving scrapers; (5) the area will be disked or ripped to prepare <br />a seedbed; (6) the growth media will be amended with fertilizers (if needed as indicated by <br />soil testing); and (7) revegetation will take place utilizing the approved Amendment No. 9 <br />seed mix. <br />#6. Please provide some discussion as to whether stormwater capacity in the PSE liner area has <br />been considered and how excess stormwater will be handled. <br />Response: Any precipitation that falls within the proposed lined PSE lined area will report <br />to the existing Phase 1 PSSA in the existing VLF. The volume of stormwater will be <br />accounted for in the daily water balance at the site.
