associated with the PSE circuit. Please refer to section 11.4.3 VLF in the Amendment No. 9
Permit Application for a detailed discussion of decommissioning and reclamation of the
liner for the current VLF. It is anticipated that the PSE lined area proposed in TR 64 is
contiguous with, and indeed, "ties into" the VLF liner, that decommissioning and
reclamation will be exactly the same. Briefly summarizing section 11.4.3: (1) Upon
reaching CNWAD criteria in the VLF, the liner system will be breached by using a drill rig
to penetrate the subsurface to allow downward migration of any post - reclamation
stormwater; (2) the liner system will be folded in on the edges; (3) excess fill materials over
the entire area will be graded to slopes gentler than 2.5H to 1V using bull- dozers; (4) the
entire area will have growth media placed to a depth of not less than 6 inches using the
truck/shovel fleet or earthmoving scrapers; (5) the area will be disked or ripped to prepare
a seedbed; (6) the growth media will be amended with fertilizers (if needed as indicated by
soil testing); and (7) revegetation will take place utilizing the approved Amendment No. 9
seed mix.
#6. Please provide some discussion as to whether stormwater capacity in the PSE liner area has
been considered and how excess stormwater will be handled.
Response: Any precipitation that falls within the proposed lined PSE lined area will report
to the existing Phase 1 PSSA in the existing VLF. The volume of stormwater will be
accounted for in the daily water balance at the site. The level of solution contained within
Phase I PSSA will be operated and maintained as previously approved by DRMS for the
Cresson Project.
Please contact me at (719)- 689 -4055 should you have questions or wish to discuss this adequacy
review response for TR -64.
Sincerely,
1 cs'" --
Timm Comer
Manager, Environmental Resources
Enclosed in triplicate: Revised Drawings A100, A105, A110, A115, Al20, and Al25
