In 1982, the Colorado Division of Reclamation, Mining, and Safety ( CDRMS) issued permit <br />number M- 1982 -015 to Siegriest Construction Company for sand and gravel mining along the <br />north bank of the St. Vrain River located in Section 4 of Township 3 North, Range 68 West, <br />Sixth Principal Meridian (Figure 1) (Site). On October 20, 2006, CDRMS approved the transfer <br />of permit and succession of operators from Siegriest Construction Company to Carma Bayshore, <br />LLC (Carma Bayshore). Sand and gravel mining operations have ceased and the property is <br />undergoing reclamation in accordance with the rules and regulations of the CDRMS. <br />LT Environmental, Inc. (LTE) has written this weed management plan in response to the CDRM <br />inspection report dated July 19, 2011. The weed management plan was written with the long- <br />term goals of Carma Bayshore to develop the Site and adjacent land into a marketable, <br />aesthetically - pleasing residential housing subdivision. This weed management plan applies to <br />the area covered under the CDRMS jurisdiction (permit boundary) (Figure 2); it does not include <br />areas owned or operated by Carma Bayshore that are located outside the permit boundary. <br />2.1 LOCATION AND HISTORY <br />The St. Vrain Lakes proposed subdivision is located in Weld County, Colorado, east of interstate <br />25 and south of County Road 9 Y2 in Section 35, Township 3 North, Range 68 West (Figure 1). <br />The southern portion of the property was previously used for sand and gravel mining operations <br />(Colorado Division of Reclamation, Mining, and Safety (CDRMS) Permit No. M- 1982 -015) and <br />is being reclaimed (Figure 2). The former sand and gravel mining operations have been <br />structured into two lakes on the property along the north bank of the St. Vrain River. The lakes <br />have been completely isolated from groundwater inflow and outflow via the installation of a <br />slurry wall and were recently filled with water pumped from the St. Vrain River. The property <br />north of the lakes will eventually become a residential housing subdivision and the lakes will be <br />an amenity for the homeowners. This weed management plan applies to only the area under the <br />CDRMS permit (Figure 2). <br />2.2 BIOLOGICAL RESOURCES <br />There are four primary habitats on the property: riverine in the St. Vrain River, lacustrine in the <br />lakes, riparian adjacent to the St. Vrain River and in select areas on the banks of the lakes, and <br />upland prairie.
