The coal <br />stockpiles on the D -seam portal bench and next to the highway were small in volume and no coal dust was coming <br />off of them. No coal fines were tracked onto the highway either. There were no dust problems from any of the <br />disturbed areas. There were some coal fines that had fallen beneath the conveyor that takes coal from the B -seam <br />portal bench up to the D -seam portal bench but this area drains to a sediment pond. The coal fines are occasionally <br />cleaned up so that they don't accumulate. <br />The reclaimed Hubbard Creek fan site area has been seeded very recently but no dust problems were observed. <br />The operator was watering the coal waste pile haul road during the inspection. No fugitive dust was coming off of <br />any of the areas of the coal waste pile. There were no loading operations taking place during the inspection but a <br />loaded train was on site. No problems with fugitive coal dust from the railcars were observed. <br />BACKFILL and GRADING — Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original <br />Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic <br />Materials 4.143; Stabilization of Rills and Gullies 4.14.6: <br />The backfilling and grading at the Hubbard Creek fan site has been completed and the reclaimed slopes <br />were holding up well. <br />EXCESS SPOIL and DEVELOPMENT WASTE — Rule 4.09 Placement; Drainage Control; Surface <br />Stabilization: <br />The B -seam portal bench excess material storage area appeared to be stable.
