The vegetative cover on the <br />disturbed areas was sufficient to minimize any dust problems. No evidence of mud being tracked onto the public <br />roads was observed. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water <br />Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8, <br />Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The two sediment ponds in series at the West Mine were dry. The discharge structures were in place and <br />the embankments appeared to be stable. The sediment ponds were also dry at the reclaimed run -of -mine coal <br />stockpile area, partially reclaimed temporary highway coal stockpile area and at the partially reclaimed unit train <br />loadout. At the loadout, the bin wall of the sediment pond was stable. The gate on the primary discharge pipe was <br />closed and there was no debris that was blocking the open channel emergency spillway. <br />The collection ditch and half culvert on the west side of the unit train loadout was in place and was functional. The <br />ditch and culvert system in the middle of the loadout site that channels upland diversion water past the disturbed <br />area was in place and was functioning properly since water was flowing through the diversion system. The upland <br />diversion ditch and two culverts upgradient of the bin wall sediment pond were in place. No water was flowing <br />through that diversion system, nor was there any water flowing in the Fanners Ditch that flows through a culvert <br />underneath the sediment pond.. <br />PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface <br />Stabilization; Placement: <br />The East Mine was not inspected this month so the West Ridge Waste Pile and the old waste pile were not <br />inspected. <br />Number of Partial Inspection this Fiscal Year: 4 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 2 of 5 <br />
