The vegetative cover on the
disturbed areas was sufficient to minimize any dust problems. No evidence of mud being tracked onto the public
roads was observed.
HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5,
4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water
Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8,
Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18:
The two sediment ponds in series at the West Mine were dry. The discharge structures were in place and
the embankments appeared to be stable. The sediment ponds were also dry at the reclaimed run -of -mine coal
stockpile area, partially reclaimed temporary highway coal stockpile area and at the partially reclaimed unit train
loadout. At the loadout, the bin wall of the sediment pond was stable. The gate on the primary discharge pipe was
closed and there was no debris that was blocking the open channel emergency spillway.
The collection ditch and half culvert on the west side of the unit train loadout was in place and was functional. The
ditch and culvert system in the middle of the loadout site that channels upland diversion water past the disturbed
area was in place and was functioning properly since water was flowing through the diversion system. The upland
diversion ditch and two culverts upgradient of the bin wall sediment pond were in place. No water was flowing
through that diversion system, nor was there any water flowing in the Fanners Ditch that flows through a culvert
underneath the sediment pond..
PROCESSING WASTE /COAL MINE WASTE PILES — Rule 4.10 and 4.11 Drainage Control; Surface
Stabilization; Placement:
The East Mine was not inspected this month so the West Ridge Waste Pile and the old waste pile were not
inspected.
Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 2
Page 2 of 5
