Box 187 <br />Craig, CO 81626 <br />Re: Trapper Mine (Permit No. C- 1981 -010) <br />Adequacy of Bond Release Application No. 13 (SL -13) <br />Dear Mr. Luke: <br />The Division of Reclamation, Mining and Safety (DRMS) has reviewed TMI application SL -13. Based on <br />the data submitted, all the range site A and B parcels are eligible for Phase III bond release in regards to <br />the revegetation standards set in the Permit and the Rules. <br />However, DRMS does have one adequacy concern that must be resolved before our proposed decision is <br />issued. Parcel D -C -99 should not be included in this bond release block. According to TMI's permit <br />Section 4.4.1.5, Bond Release Area Delineation, "Bond release blocks for range site C reclaimed areas <br />will always be comprised solely of range site C reclamation parcels." Since none of the sampling <br />transects were located within this parcel, removal of the parcel should not impact the revegetation <br />monitoring results for the rest of the bond release block. <br />Please review the enclosed memorandum from Jared Ebert of DRMS for a more detailed discussion on the <br />vegetation review, which includes, but is not limited to, a discussion of parcel D -C -99. <br />If you have questions or need additional information, please contact me at 303.866.3567 (ext. 8113) or <br />Jared (ext. 8120). <br />Sincerely, <br />Robert D.
