Walsh <br />Environmental Scientists and Engineers. LLC <br />Reclamation <br />Reclamation would include ongoing reclamation during the life of the mine and final <br />reclamation and closure when mining ceases. Ongoing reclamation and environmental <br />activities will be conducted for disturbance due to construction, stockpiles, pit <br />backfilling, water management, and other statutory requirements. Final reclamation will <br />be completed to restore disturbed areas to a safe, stable condition and with productivity <br />consistent with post -mine land use. Reclamation would be completed as detailed in the <br />CCDMG permit. <br />2.4.3 Conceptual Description of Surface Facilities <br />Placement of surface facilities within the proposed federal coal lease application <br />boundary would depend on the findings of current and future drilling and mapping <br />efforts, the identification of critical surface resources that must be protected during mine <br />development and operations periods, and the outcome of alternative design schemes and <br />economic - operational efficiency analyses. Coal handling facilities would include storage <br />and overland conveyors or truck haulage to move the coal from the mine to the train <br />loadout. Routing of roadways and utility corridors between the mine and loadout will be <br />dependent on mine design and cost minimization measures and protection of <br />environmentally sensitive areas, if any. It is anticipated that approximately 150 acres <br />would be disturbed by surface facilities and the initial stockpiles of topsoil, coal, and <br />overburden. <br />Mine Facilities <br />The site would be developed with all new facilities except for use of the current train <br />loading facility. New facilities would include a mobile equipment shop, DDS shop, <br />warehouse, administration building, raw and potable water facilities, power lines, <br />impoundments, etc. An overland conveyor for transporting crushed coal from the mine to <br />the loadout is being planned. Site development would require diversions and <br />impoundments for storm water management, and construction of access and haul roads. <br />Overland Conveyor <br />The overland conveyor will move the produced coal to the existing Gozzard loadout area <br />stockpile. A service road alongside the overland conveyor will be constructed. The <br />routing chosen for the overland conveying systems will require optimization once the <br />lease is secured and the mining plan has been finalized <br />Train Loading Facility, Rail Spur, and Coal Stockpile <br />The existing loadout area coal stockpile, the unit train loading facility, and the rail spur <br />and loadout loop will be permitted as separate facilities. The loadout structure includes a <br />batch -weigh type, over track, unit train loading system.
