2. Harmonious environment with surrounding properties and Rye neighborhood: (continued) <br />✓ Appeal comments on Road Use — Normal Traffic: At the November 15 PCPC Meeting, <br />the Board asked the applicant about normal road use from the mining operation down Park <br />Road and through Rye. The applicant answered in general statements regarding typical <br />use, size and weight of vehicles. The applicant does not live on Park Road. <br />We support DPD Staff concerns regarding the Park Road haul route. 14 of 16 individuals <br />living on Park Road (local subject -matter experts on daily road activity) were contacted <br />(more would have been contacted except for holiday). 13 of 14 objected to Mine and Haul <br />Route, 1 objected to Haul Route. <br />Residents also expanded on DPD Staff findings to bring a clearer, everyday use picture to <br />the Board. <br />• Trash collection vehicles use the road once a week. Weight is less than haul vehicles. <br />• Buses use the road 4 times each day that school is in session. This does not include pick- <br />ups for pre - schoolers. <br />• Individuals use the road to walk or jog to and from Rye. There are no sidewalks on the <br />road; there are deep ditches on the shoulder. There is increased pedestrian use in <br />summer. <br />• There are safety issues when trailer vehicles cross road dips. A resident witnessed a <br />trailer with hitch moving over the dip at west entrance to Rye city limits. The trailer hitch <br />lifted up and disconnected from the vehicle. There are concerns of similar incidents <br />when hauling rock and of heavy -load vehicles breaking down dips. <br />✓ Appeal comments on Environmental Damage - Water Supply: Watershed forestry is <br />defined as the use of forests and the practice of forestry to protect, to restore, and sustain <br />water quality, water flows and the health and function of water habitats. A key strategy is to <br />protect forests adjacent to streams and waterways. These riparian buffers are particularly <br />important for clean water. * <br />• Trees and canopies intercept 10 -40% of annual rainfall, slowing runoff and recharging <br />ground water. <br />• Trees protect downstream drinking water, e.g. residents along Greenhorn Creek, town of <br />Rye <br />There is concern regarding loss of forest canopy and other watershed issues. What has <br />been done to protect Greenhorn Creek, parts of which are extremely close to the mine <br />road?
