December 01, 2011 <br />Division of Reclamation, Mining and Safety <br />Department of Natural Resources <br />Attn: Mr. Tim Cazier <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />Dear Tim, <br />RECEIVED <br />cat(0e2ai1 <br />Division of Reclamation, <br />Mining & Safety <br />Re: Annual - Report — Regarding NOI (DMG File Number 02009 -025) <br />BLACK RANGE <br />MINERALS <br />This report outlines the details of the drilling program and the associated methods of <br />rehabilitation by Black Range Minerals Colorado during the drilling program completed <br />between May 02, 2011 and October 07, 2011. <br />The drilling program was conducted under permit number P- 2009 -025 and was located in <br />Sections 21, 22, and 27 of T17S R73W in the Tallahassee Creek area of Fremont County. <br />Black Range Minerals completed 11 drill holes and these holes are tabulated in Table 2 with <br />their relative positions shown in Figure 2. <br />Black Range Minerals has not outlined its plans for 2012 at this stage but does anticipate <br />some further drilling being conducted under P- 2009 -025. The 2012 program will be outlined <br />more clearly prior to commencement to ensure a suitable financial warranty is in place, <br />currently there are 25 holes bonded under the existing permit of which only 11 have been <br />completed. <br />A description of the disturbance and reclamation is outlined below: <br />• All pre - drilling and reclamation earth works were completed by an adjacent property <br />owner, Buddy Taylor who is a long time steward of the land. He kept disturbances at <br />each drill site to a minimum but was sure not to compromise safety. The standard <br />rectangular drill pad was approximately 80 feet by 30 feet including adjacent mud pits <br />and soil berms, occasionally two track access was also required. Each drill site <br />contained one to three mud pits with dimensions typically 5 x 10 feet wide and 10 feet <br />deep. Upon the construction of the drill site the topsoil was removed and stockpiled <br />so as to be later reintroduced as cover before reseeding. <br />• At the completion of drilling each pad, mud pit and access was contoured and <br />backfilled to best match the original grade with a combination of back hoe, bull dozer, <br />grader and /or excavator. Typically a slight mound was left over the pit area to allow <br />for compaction. The mud pits and drill pad contouring were typically performed soon <br />after drilling and almost always within a week. The application of seed was typically <br />done slightly later and where possible timed with expected rain fall. <br />110 N.
