In addition, the average <br />thickness for each specific soil polygon has been added to this Map. <br />15. The permit application is thorough in its identification of available topsoil resources, but <br />details regarding handling, storage and replacement of topsoil (and subsoil) are lacking. <br />Map 2.04.9 -3 is a very clear and detailed description of the soil type, location and volume <br />with corresponding polygons. It is not clear from this map or the text description how the <br />topsoil (type and depth) to be salvaged with each panel of the mine will be clearly delineated <br />in the field for the equipment operators who conduct stripping. <br />Response: With the average thickness of suitable soil materials available for salvage <br />as found in revised Map 2.04.9 -3, Topsoil Salvage Map and the training procedures <br />described on PAP 11 of Section 2.05.4(2)(d), the mine foremen and equipment <br />operators will have sufficient information on how much soil material is to be <br />salvaged from each specific mine disturbance area. <br />a) Please describe in detail the technique that will be implemented to salvage the topsoil. <br />Include in the description salvage depths for each panel /soil map unit; volumes of <br />salvaged topsoil; parameters that determine the salvage depth; which soil types will be <br />stored/mixed together and which will be salvaged / stockpiled or replaced separately. <br />Response — The average soil salvage depths for each soil mapping unit polygon are <br />found in the table and accompanying map revisions found on revised Map 2.04.9 -3, <br />Topsoil Salvage Map. A discussion of the parameters <br />which determine salvage depth are found in the discussion of Topsoil Suitability <br />found on PAP pages 28 and 29 of Section 2.04.9. As described there, the single most <br />limiting factor in soil suitability is the rock fragment content. <br />b) The WyDEQ guideline, in Appendices II and III, contains excellent examples of topsoil <br />and overburden balance calculations.
