was reached to omit some of the WyDEQ topsoil guideline parameters from the list of
parameters which needed to be sampled on the NHN Mine Permit Area.
The specific suitability guidelines used to evaluate the suitability of topsoil and subsoil
in this evaluation are found in Table 2.04.5(2)(d) -1, Criteria for Evaluating Soil
Suitability found on PAP page 10 in Section 2.04.5(2)(d) Topsoil. This list has been
developed based for use at the NH -2 Mine based upon, historic application of the
WDEQ Topsoil Guideline, consultations with the NRCS and the DRMS
8. Additional comments on Map 2.04.9 -3 — Topsoil Salvage Map
a) In the Glasier portion of the proposed permit area, there is a triangle- shaped symbol
associated with certain soil sample sites (GLP -xx). Please add this symbol (and its
explanation) to the Legend.
Response — The triangle- shaped symbol is found in the legend and corresponds to a
Wetland Soils Pit Location while the rectangular boxes refer to the backhoe test pits.
To clarify the difference between the backhoe test pit locations and wetland soils pits,
the legend has been improved identifying each soil sample type by property and
landowner.
b) The symbol for the existing NH -1 mine area permit is difficult to distinguish from the
proposed NHN topsoil disturbance boundary. Please use a dashed line for the NH -1
permit boundary, rather than a solid line.
Response — The line corresponding to the existing NH -1 mine permit boundary has
been revised with bold solid line.
c) A black line is used to delineate the "existing reclamation / disturbance boundary ".
This line is discontinued across the western and northern limits on the Garvey property.
Please complete the outline of the areas previously reclaimed.
Response — The limits of the reclamation in the existing NH -1 Mine Permit area has
been modified and is now a closed polygon line.
2.04.10 — Vegetation Information
1. DRMS: The NH2 and NHN mines have two different permits and the species diversity
standards need to be listed separately in each permit. It is understandable that the standards
will be the same for both permits, however, for consistency, accuracy and autonomy
between permits, please include the appropriate language for the species diversity standard
in the NHN permit instead of referring to the NH2 permit.
Response — The discussion of the species diversity standard found on PAP Section 2.04.10
page 4 will be replaced with the following narrative:
On all reclaimed areas corresponding to the Irrigated Pasture and Intensively
Page
11
