All Ponds displayed evidence of holding water at the time of the inspection. Pond embankments <br />were snow covered and appeared stable with no evidence of erosional features or problems noted. <br />Drainage ditches FA -D8, SCM -6, SCM -1, RC -D3, and SCM -14 were observed in the photographs. The ditches <br />were snow covered at the time of the inspection with no problems noted. Based on the November on the ground <br />inspection of the site, these ditches have been completed and constructed as permitted. <br />Construction appears to be completed in and around the approved Lower Sump and Upper Sump. Both sumps <br />were holding frozen water at the time of the inspection. The portal sumps, PS -1 and PS -2, were holding frozen <br />water at the time of the inspection. No mining has been initiated as of the date of this inspection. <br />Reestablished and reclaimed drainages SIIPM -9 and IIPM -6 were identified in the photographs. both drainages <br />were snow covered with no evidence of damage noted. <br />GENERAL MINE PLAN COMPLANCE: <br />Earth moving activities and construction activities have been ceased in the approved portal area. Construction of <br />Road D and the area of the Coal Handling Facilities appear to be completed. The area of the South Facilities Area <br />where the temporary coal handling facilities and lower sump location looks to be completed. Disturbance appears <br />to be within the approved disturbance area and in the locations permitted. Coal material from the portal <br />construction was stockpiled at the recently completed Coal Handling Facility. According to Sage Creek Mining <br />personnel during the November on the ground inspection, construction activities will remain idle until weather <br />conditions allow during the spring. <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 2 of 5 <br />
