October 11, 2011
Page 20
• Appropriate personnel at mine and regulatory authorities,as well as the owners of the
water disposal pit, should be informed in case anomalies are observed that may indicate
an affected pit.
• The retreat plan should be re- evaluated to ensure that operations will not further damage
the water disposal pit in question.
4.7 Solar Panels /Scada Antennas
4.7.1 Solar Panels /Scada Antennas Subsidence Control Plan
Solar panels and Scada tower /antennas were classified as transmission towers that are
less than 50 meters (164 ft) tall. This is a very conservative assumption. Nonetheless, the
allowable horizontal strain for such structures is 7 millistrain, which according to the SDPS
subsidence prediction analysis is unlikely to be experienced. Hence, such structures may be fully
undermined with appropriate monitoring, as outlined below.
4.7.2 Solar Panels /Scada Antennas Monitoring Plan
To ensure that the control plan is effective, AAI recommends the following monitoring
plan:
• The solar panel and Scada tower owners should be informed as mining approaches and
data generated during monitoring should be shared with them.
• Visual monitoring of the towers should be performed weekly as long as the retreat line is
within a 10° vertical offset angle of the towers. Any appearance of tilt or change in
elevation of the towers should be noted.
• Structural anomalies reported by the surface owner(s) will be investigated.
4.7.3 Worst Possible Consequences of Damage to Solar Panels /Scada Antennas
Any damage to these structures would likely involve disruption of power, and/or
communication.
4.7.4 Solar Panels /Scada Antennas Damage Mitigation Plan
In case monitoring indicates onset of damage or potential for damage to the solar panels
or Scada tower /antennas, the following mitigation plan should be adopted.
• Appropriate personnel at mine and regulatory authorities, as well as the owners of the
towers /antennas, should be informed in case anomalies are observed that may indicate an
affected tower.
• The retreat plan should be re- evaluated to ensure that operations will not further damage
the tower in question.
Agapito Associates, Inc.
