testing now, they are gone. The mixed 22 inches that TR61 says is what was salvaged is not the
truth from the East half. That is just what WFC returned to us. And a mixed lift besides, a
violation of non prime farmland as well as prime farmland salvaging practices. 4.06 is
GENERAL removal of soils of non prime farmland soils and even it required a two lift
operation. By bringing PR -06 as part of TR61, WFC has opened up another can of worms and
anything in PR -o6 that has been made a part of TR61 is now a part of our request for a hearing
and objection.
We are not objecting to any of the instructions that OSM or DRMS gave to WFC to prepare a
technical revision addressing testing and sampling but we will not accept the entire section of
PR -06 which is all untruths put into TR61 and making it a part of TR61 which we have a court
case against. Again, the format of TR61 is inappropriate and the issues should have been
addressed by adding those changes to PR -06 which at that point, there would be no need for any
objections or hearings I went through all of the past technical revisions and this is the first time
that they put the permit that was already in place back into the technical revision. Take 1 -16 out
of TR61, then we do not have a problem with it.
Thank you for your time.
JoEllen Turner
Michael Morgan
Frank and Mary Lou Morgan
