Peabod <br />1111 ENERGY <br />Twentymile Coal, LLC <br />Mr. Jason Musick <br />Environmental Protection Specialist <br />Colorado Division of Reclamation, Mining, & Safety <br />1313 Sherman Street, Room 215 <br />Denver, Colorado 80203 <br />(303) 866 -3567 x 8134 <br />RE: Foidel Creek Mine (Permit No. C -82 -056) - Minor Revision (MR11 -259), 6MN Reservoir Lower <br />Relief Drain <br />Jason: <br />Twentymile Coal, LLC (TC) requests CDRMS approval of the subject Minor Revision to the approved Permit <br />to construct a Lower Relief Drain in the flat area on the south side of the 6MN Reservoir embankment. <br />Following construction of the 6MN Reservoir, it was noted during regular pond inspections that surface runoff <br />would collect and pool in the flat area just off the south toe of the Reservoir embankment. Pooling of water in <br />this area is a concern, since it would potentially mask any seepage from the Reservoir, and over time, could <br />adversely affect stability. TC proposes to construct two short connecting drainage channels, totaling up to <br />approximately 400 feet, to drain both any standing water and future runoff from this area to the fence -line to the <br />south, where the water would flow through a well- vegetated area prior to draining to a small, un -named existing <br />tributary drainage to Fish Creek. <br />Construction would involve using a small tracked dozer to remove and windrow soil and vegetation on one side <br />of the drainage segments; excavation of the drainage segments, which would be "V' or flat bottom ditches up to <br />8 feet wide and 4 feet deep; placement of rock or synthetic control materials at up to three locations in the <br />drainage channels to control flow velocities until vegetation reestablishes; replacement of soil materials over the <br />constructed channel segments; and revegetation. Any excess excavated material would be stockpiled in the <br />6MN Pad area, where it would be used for future reclamation of the pad. As a minor surface disturbance that <br />will be revegetated following construction, TC proposes to retain and not reclaim the ditches, which will <br />eventually silt in and blend with the surrounding terrain. <br />This submittal includes revised PAP text and maps /drawings addressing the location of the proposed drainage <br />segments. New and revised PAP materials are identified by the enclosed Summary of Revisions /Additions. <br />TCC would like to proceed with this project as soon as possible, therefore we appreciate your consideration and <br />cooperation in facilitating timely review and approval.
