excessive sedimentation or water quality changes. Specific monitoring and mitigation plans <br />regarding aquatic habitats and water quality need to be provided to CPW for an adequate review <br />of this proposed action. Concems include (but are not limited to) sulfates, TDS, iron, manganese, <br />cadmium, zinc and pH. Please expand on the measures that will be taken to avoid, minimize or <br />mitigate these problems. Please indicate what water quality parameters will be measured and <br />what acceptable thresholds are proposed. <br />In addition to our previous comments, CPW recommends that following construction and <br />reclamation, a qualitative monitoring program with identified goals should be initiated to determine <br />the need for further reclamation. The monitoring program should be conducted for an unspecified <br />length of time and concluded only through a determination of final re- vegetation success made by <br />comparison of the re- vegetated area to reclamation objectives. Annual reviews of revegetation <br />success should be conducted until post - construction plant cover and species diversity is <br />comparable to adjacent lands and reproduction from reestablished plants is evident. Any <br />problem areas identified during inspections should receive additional re- vegetation efforts as <br />soon as practical. <br />Thank you again for providing CPW with an opportunity to review the Proposed Refuse Disposal <br />Area and provide recommendations.
