PERMIT #: M -1997 -087 <br />INSPECTOR'S INITIALS: TC1 <br />INSPECTION DATE: November 1, 2011 <br />OBSERVATIONS <br />This was Surety Release (SL -01) request for the Hartman Pit, DRMS File No. M -1997 -087 operated by Lafarge West, <br />Inc. (Lafarge). This site entrance is located approximately three miles south (on State Route 231/36` Lane) of Vineland, <br />Colorado in Pueblo County. I, Tim Cazier of the Colorado Division of Reclamation, Mining and Safety (Division) <br />conducted the inspection. Mr. Sean Frisch and Mr. Rusty Cochran (representing Lafarge) accompanied me on the <br />inspection. <br />The post mine land use for the permit area is rangeland. <br />File Review Notes: <br />• The total permitted area is 240 acres. <br />o The previous inspection report (dated 2/15/11) states 40 acres are privately owned and the rest <br />are owned by the State Land Board. All the mineral rights are owned by the State. <br />• There is a $139,285 financial warranty (corporate surety) for the site. <br />• Annual fees and reports are up to date through 2011. <br />• The previous inspection report requested the following action from the operator: <br />o The operator was to post the mine identification sign by 3/30/11. <br />• The previous inspection report also noted the lack of vegetation even though the site was seeded in <br />2007. <br />• TR -01 (approved by the Division on 1/2/2007) allows the operator to leave the existing access road and <br />an area of approximately 1/2 acre of processed material stockpiled in place (see Photo 1). <br />Inspection: <br />i. The permit sign was not posted at the site entrance (see Photo 2). <br />ii. The site is still supporting very little vegetation in the disturbed/seeded area (see Photos 3 - 5). We <br />discussed . adjusting the seed mix. <br />iii. There were no signs of erosion or noxious weeds. <br />iv. Site grading appeared to be adequate. <br />Recommendations: <br />1. The Division cannot release the financial and performance warranties for this site until vegetation is <br />adequately established. We recommend consulting the Pueblo County extension agent and the NRCS to <br />make adjustments to the approved seed mix (enclosed as Attachment A). The revised seed mix shall be <br />submitted to the Division as a Technical Revision. <br />2. The Operator is several months late in replacing the permit sign. The Operator shall submit <br />photographic evidence that it has been replaced by December 18, 2011. <br />Page 2 of 4 <br />
