November 15, 2011 C-1981-041/Roadside Portals MPB
will remain a permanent postmine feature (see Photograph No. 3). Reclamation at Pond 8 is also completed. The
former location of Pond 8 at the South Portal area is shown in Photograph No. 4. In this photograph the mulched
area delineates the boundary between Fish&Wildlife and Industrial/Commercial Post Mining Land Use.
The CRDA waste disposal sites were dry and stable, diversions and perimeter ditches appeared functional. The
RSRDA at the south portal area was in very good condition with no erosion or instability noted.
ROADS —Rule 4.03
Construction 4.03.1(3)/4.03.2(3)
Drainage 4.03.1(4)/4.03.2(4)
Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5) and(6)
Reclamation 4.03.l(7)/4.03.2(7):
Roads were wet and muddy in many of the mine site locations. Road ditches and road culverts were well
maintained throughout the various mine site locations and support facility areas. Not all areas of the site were
accessible due to the recent rainfall. The 2-West Portals and Compressor/Substation sites were not inspected due
to muddy roads and difficult driving conditions. We attempted to access the up-stream locations of Cottonwood
and Rapid Creeks within the permit boundary to inspect the flumes that are maintained by SCC at the upper
reaches of these drainages. We were able to reach the Rapid Creek flume and the necessary measurement was
obtained for flow calculation. At Cottonwood Creek the road was determined unsafe for travel and we were
unable to reach the flume.
SUPPORT FACILITIES -Rule 4.04:
At the South Portal area,we inspected the large lay down area located to the east of the fruit stand and warehouse.
The Kokopelli fruit stand is now closed for business for the winter. The facilities area(former shop and
warehouse) and perimeter locations at the South Portal were well maintained. The reclaimed portal area is stable
with no signs of erosion. The South Portals French Drain continues to discharge to the North Collection Ditch at
the rate of approximately 2 gallons per minute which is directed to a ditch at the toe of the RSRDA pile and then
continues in a ditch down to Pond 9. There is no significant accumulation of water in Pond 9 from the discharge.
All mine site locations were stable and appeared to be well maintained. No problems or concerns were identified
during this inspection.
DOCUMENTS RECEIVED
None
OTHER(SPECIFY)
Number of Partial Inspection this Fiscal Year: 3
Number of Complete Inspections this Fiscal Year: 2
Page 3 of 7
