2.05.6(3)(b) Hydrologic Monitoring Plan
Results of water quality and quantity monitoring and analyses will be reported to the
Division on an annual basis in the Annual Hydrologic Report. This Annual Hydrologic
Report will cover hydrologic years from October 1 of one year through September 30 of
the next year. The report will be submitted to the Division within six (6) months of the
completion of the hydrologic year. Additionally, results of water sampling will be submitted
to the Division each quarter, within 30 days of the end of the quarter. The quarterly
submittals will include the results of the pond inspections, refuse pile inspections, surface
water sampling results, groundwater sampling results, refuse pile piezometer levels, and
NPDES DMR's. Final inspections of CRDA #1 (January 2011) and CRDA #2 and RSRDA
(December 2008) have been performed in accordance with Rule 4.10.2(2)(a) and are no
longer reported. The Division will be notified within five (5) days after receiving analyses
of sample collections that indicate noncompliance with a permit or standard. Where
NPDES permit effluent limitation noncompliance has occurred, the analytic results along
with written notice of noncompliance will be forwarded to the Division.
Surface Water Monitoring Plan
Surface water monitoring includes sediment pond and mine dewatering discharges, flows
in Cottonwood and Rapid Creeks; as well as, monthly flow in Coal Creek. Past monitoring
included the Colorado River quality, annual springs and seep surveys and monitoring flow
in Jerry Creek. Surface water monitoring locations are shown on Exhibit 56.
Sediment pond discharge will be monitored only when pond dewatering occurs as a result
of a 10 -year, 24 -hour event or lesser event. A grab sample will be taken from the pond
discharge. Mine dewatering discharge points and pond discharges will be sampled in
accordance with the National Pollutant Discharge Elimination System governed by the
State of Colorado and the U. S. Environmental Protection Agency. The samples will be
tested for the parameters listed in Table 18 -1.
TR -62 18 -1 Rev 07/11
