• Herbaceous Production — Achieve 90% of the total herbaceous
production of the approved reference area sample mean at the
90% confidence level.
• Woody Plant Density — Achieve woody plant density of 800 live
shrubs per acre.
If the parameter sample mean for the bond release is equal to or greater
than 90 percent of the reference area value, revegetation is considered
successful for the parameter. If the parameter sample mean for the bond
release area is less than 90 percent of the reference area value, one
sample T -test will be employed. The one sample T -test is as follows:
t = (Q- x) /(Sx)
Where:
t = Minimum number of samples required
Q = 90% of reference area value
x = Sample mean for bond release area
Sx = Standard error of the mean (S /n)
S = Sample standard deviation
n = Sample size
If t is less than or equal to the 1- tailed t -table value for alpha error
probability of .10 at the appropriate degrees of freedom, then revegetation
is deemed successful for the parameter tested.
Determination of revegetation success on reclaimed
Industrial /Commercial postmine land use areas, not designated as "Active
Areas" or "Steep Rock Face" as depicted on Exhibits 6C -A, 11 C, 10C or
Figure 14 -14, will be based on qualitative assessment of "ground cover
sufficient to control erosion ", pursuant to Rule 4.15.10(2).
TR -60 14 -23 (Rev 04/11)
