Compliance With Mine Plan <br />NA - Support Facilities Not On -site <br />NA - Other <br />NA - Special Categories Of Mining <br />R - Processing Waste <br />R - Topsoil <br />COMMENTS <br />Two lower portions of the paved haul road were a little dusty due to coal fines being tracked onto the mine <br />road near the main coal stockpile bench and due to cenent bags temporarily stored across the haul road from the <br />B -seam excess material storage area. However, the dust was localized and did not leave the site. A loaded train <br />was on site but no problems with coal fines or dust were observed. No other issues with coal dust were observed at <br />any of the mine site locations, including the two coal stockpiles. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The required mine records were reviewed at the mine office and were found to be in compliance. The <br />following records checklist documents the records review. <br />BACKFILL and GRADING — Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original <br />Contour 4.14.2, Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2,4.27; Handling of Acid and Toxic <br />Materials 4.14.3, Stabilization of Rills and Gullies 4.14.6: <br />The contractor for Bowie Resources has finished the backfilling and grading of the Hubbard Creek fan <br />shaft site. The final grading was left in a roughened state for water retention and sediment control. The entire <br />reclaimed site looks very good. At the request of the USDA - Forest Service, a small bend in the Hubbard Creek <br />Road was realigned slightly to get it away from the steep edge of the Hubbard Creek channel. <br />EXPLOSIVES — Rule 4.08 Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: <br />No problems were observed at the explosives storage facility. <br />HYDROLOGIC BALANCE -Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6, Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2, Ground Water <br />Monitoring 4.05.13, Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; <br />Number of Partial Inspection this Fiscal Year: 3 <br />Number of Complete Inspections this Fiscal Year: 2 <br />Page 2 of 6 <br />
