If floodwaters reach as high as the <br />stockpiles, the piles will not block the flood flows. The stockpiles in the northeast <br />"finger ", which is not mined, can be in a round pile as flood waters are not expected here. <br />If any, stockpiles along the eastern setback will have breaks between stockpiles equal to <br />their face length. Floodwaters can thus flow around these stockpiles and proceed down <br />River. <br />Topsoil stockpiles will not be relocated. <br />The overburden and topsoil material will be backfilled by scraper and dozers, whose <br />tread marks will produce a rough surface on each layer and bind the next soil layer in. <br />This roughness will be about three to six inches deep and will impede runoff across the <br />surface. The pockets of moisture created by the roughness will increase grass and <br />regenerating tree opportunity. <br />10. Revegetation <br />The topsoil and overburden stockpiles will be broadcast seeded with the following <br />mixture. <br />In final reclamation, all affected lands will be drilled seeded with the following mixture. <br />The seeded area will be mulched with two tons of weed free straw by discing in. <br />The operator will consult with the local Natural Resource Conservation District to <br />determine if fertilizer is recommended. <br />
