OBSERVATIONS <br />PERMIT #: M -1984 -026 <br />INSPECTOR'S INITIALS: RCO <br />INSPECTION DATE: October 18, 2011 <br />This was a routine inspection performed by the Division as part of its monitoring of Construction Materials <br />112c permits. The site was not active and the operator was not present at the time of the inspection. <br />Acid And Toxic Materials: <br />There was no fuel or other hydrocarbons stored at the site, and no sign of contamination. The operator <br />should note that a diesel fuel tank was observed lying in the pit at the waterline, and it should be removed <br />promptly. It was along the north edge of the pond, immediately opposite of the western entrance gate (see <br />photo). <br />Backfilling and Grading: <br />The slopes at the western end of the pit have been graded to their final gradient and seeded. Much more of <br />this reclamation work can be accomplished. As excavation progresses further east at the site, leaving areas <br />that will no longer be disturbed, the operator should perform additional backfilling and slope grading. <br />Financial Warranty: <br />The bond is currently $238,311, which was calculated at the time of Amendment AM -1. It is time for the <br />Division to recalculate the bond again. The updated figures will be forwarded to the operator, and if an <br />increase is indicated, the operator will have to provide the additional bond within 60 days of notice. <br />Fish and Wildlife: <br />Mallards were observed swimming on the pond in the center of the site. <br />Hydrologic Balance: <br />The site has been excavated deeply enough that water is seasonally impounded. This is not exposed <br />groundwater, but is an approved recharge pond for returned irrigation water. Since the pit floors flood <br />regularly, the bottom of the pits cannot be revegetated, and no topsoil replacement is required there. <br />Reclamation Success: <br />Limited reclamation has been performed at the site. The slopes at the western end have been reclaimed, but <br />little other reclamation has been observed. A small area along the southern boundary near the scales was <br />drilled to grass several years ago, but only annual weeds are growing there now. This may indicate that <br />disturbed areas may be slow to revegetate, and the operator should perform the reclamation seeding as <br />timely as possible. <br />Sediment Control: <br />All stormwater runoff and sediment are adequately controlled onsite by berms and in the pits and ponds. <br />Support Facilities On -site: <br />There is a set of scales and a scalehouse near the entrance, but no other structures. The only equipment <br />noted was a wheeled loader in the western end of the pit. <br />Signs and Markers: <br />All signs and markers were observed, and all disturbance is inside the boundary. <br />Page 2 of 4 <br />
