November 8, 2011 C-1981-022/Elk Creek Mine BFB <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Ponds A1, B, D and the east yard pond had water and appeared to be functioning properly. Jim Kiger <br /> discharged some water from D pond about two weeks ago and a water sample was taken (photo 1). Pond F was <br /> dry. The sediment traps on the west side of the west side of the West Valley Haul Road, across from pond D were <br /> cleaned and appeared to be functioning properly (photo 2). The culvert going under the West Valley Haul Road <br /> by the West Valley Coal Refuse Pile was cleaned and appeared to be functioning properly. Culvert DA, DA(2), <br /> DBa and DB were free of debris and appeared to be functioning properly. <br /> ROADS —Rule 4.03 Construction 4.03.l(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and(6) Reclamation 4.03.1(7)/4.03.2(7): <br /> The West Valley Haul Road was well maintained and stable. The access roads and parking lots around <br /> the office,warehouse, shop and crusher were well maintained,graded and stable. <br /> SIGNS AND MARKERS —Rule 4.02: <br /> Mine ID signs were in place at the main entrance by the train loadout and the east back entrance gates. <br /> The signs contained all required information. <br /> TOPSOIL—Rule 4.06 Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; <br /> Redistribution 4.06.4: <br /> The topsoil stockpile by the Elk Creek fan was stable and well vegetated (photo 3). <br /> DOCUMENTS RECEIVED: None <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were taken as a result of this inspection and none are pending. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 6 <br />
