Watterson <br />Twentymile Coal Company <br />29515 Routt County Road #27 <br />Oak Creek, CO 80467 <br />RE: Twentymile Coal Company, Permit C -82 -056 <br />Third Quarter Discharge Monitoring Report Review (Permit COG - 0027154, COG- <br />0036684, COG - 0042161, COG-850054, and COG-850051) <br />September 2011 (COG - 073534, CO- 0027154) <br />Dear Mr. Watterson, <br />Permit CO- 0036684 — Outfall 001A /001W /MON1 (Site 62) discharged throughout the quarter with <br />one permit exceedance noted during July for the 30 day average of total suspended solids (TSS). <br />Whole Effluent Toxicity tests were collected for analysis during the quarter. The tests indicated that <br />the effluent was not acutely toxic to Pimephales promelas. However, the tests indicated that IC25 <br />vlaues were non compliant for Ceriodaphnia dubia. Accelerated testing was conducted during the <br />month of September with each round of testing passing. <br />Permit COG - 073534 — The construction associated with Outfall 001A (Foidel Creek Pipeline <br />Crossing) discharged during the month of September 2011. No exceedances were noted. The <br />termination date of 01 October 2011 was approved by CDPHE. <br />Mined Land Reclamation <br />STATE OF COLORADO <br />Permit CO- 0027154 — During the month of September only outfall 005A/MON5 /005W (Pond D) <br />flowed. Pineda <br />Director <br />The Colorado Division of Reclamation, Mining, and Safety (CDRMS) has reviewed and found the <br />above referenced reports to be in compliance with Rule 4.05.13(2). The Third Quarter Discharge <br />Monitoring Reports for the above referenced CDPS Permits were received by the Division on 03 <br />November 2011; the reports cover the time period from 01 July 2011 through 30 September 2011 and <br />01 September 2011 through 30 September 2011 (COG- 073534 and 0027154). <br />During the third quarter 2011 only outfall 005A/MONS /005W (Pond D) flowed. No exceedances were <br />noted. WET tests were collected for Outfall 005W. The tests indicated that the effluent was not <br />acutely toxic to Daphina magna. <br />Permit CO- 0042161 — Outfall 002A (sites 300E and 300I) discharged during the quarter. No <br />exceedances were noted..
