Raw water for the Authority's water <br />treatment plant is diverted from the La Plata River and delivered to Lake Durango Reservoir via <br />the Pine Ridge Ditch. The diversion is located approximately 4 miles downstream of the <br />proposed Wildcat Mine. <br />The Authority Board of Directors understands that Wildcat Mining Corp. has applied to the <br />Colorado Division of Reclamation Mining and Safety (CDRMS) for a 112d Permit which indicates <br />that there is potential for the operation to cause adverse environmental impacts. <br />The Authority has reviewed the recent permit application submittal for the Idaho & May Day <br />Mine and Mill Complex Class 2 Land Use Permit Application, and has the following comments. <br />1. The application materials are poorly organized and difficult to follow. The document is <br />incomplete and all attachments are not included. We may have additional comments <br />once all materials are available. <br />2. At this time the Authority is unable to comment on the roadway storm water runoff. <br />Roadway design (Attachment C ?) was not made available for review. <br />3. The Storm Water Management Plan (Attachment E) was not included and is not <br />available for review. The Authority is concerned with contaminated runoff during site <br />development, pond construction, during mine operations and during reclamation <br />activities. How will contaminated surface water be contained and managed? <br />4. There is no discussion of how contaminated snow will be handled and managed so <br />runoff does not reach the La Plata River. <br />
