October 4, 2011 C- 1981 -038 /13owie No. 1 Mine JJD <br />partially reclaimed highway temporary coal stockpile area had a couple of rills forming but they did not present a <br />problem. The short gravel road at the reclaimed run -of -mine coal stockpile area was in good condition. The cable <br />guard across the road was down. Steven's Gulch road was in good condition. The short dirt entrance road leading <br />from Steven's Gulch Road to the well field was dry and passable. The gravel and dirt public road leading from <br />Steven's Gulch Road to the West Mine was passable. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />The backfilled, graded and revegetated slopes of the West Mine were stable. There were no cracks, slumps <br />or bulging with the backfilled slopes. The vegetative cover ranged from fair to moderate. The vegetative cover at <br />the reclaimed West Mine fan site was good. <br />The reclaimed run -of -mine coal stockpile area also was stable. The roughened grading has been very successful at <br />holding in moisture for the revegetation. <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />The operator recently re- hydroseeded some of the backfilled and graded slopes at the East Mine. The <br />remaining slopes have a fair to good vegetative cover. There was a large patch of knapweed and some thistle <br />located between the dirt road and the West Ridge waste pile on the west end of the reclaimed crusher /screener <br />bench. These noxious weeds need to be sprayed right away. <br />There was a fair to moderate vegetative cover at the West Mine as well. There were no signs of the yellow star <br />thistle near pond W -2. Only scattered occurrences of thistle were seen on the main reclaimed areas. There was a <br />large patch of thistle along the reclaimed road to the West Mine, just east of pond W -1. No noxious weeds were <br />seen at the reclaimed West Mine fan site. <br />The roughened grading at the reclaimed run -of -mine coal stockpile area has helped produce the good vegetative <br />cover. The outslope of the unit train loadout bench had a good vegetative cover. The vegetative cover at the <br />partially reclaimed highway temporary coal stockpile area ranged from poor to moderate. No noxious weeds were <br />seen at these sites either. <br />SLIDES and DAMAGE - Rule 4.12: <br />There were no slides or other indications of slope instability at any of the backfilled and graded areas. <br />SUPPORT FACILITIES - Rule 4.04: <br />The gate at the entrance to the East Mine was closed and locked. There are no other structures, other than <br />sediment ponds, at the East Mine. The same is true at the other sites, except for the unit train loadout. Most of the <br />structures have been removed from the loadout site but there were no problems associated with the remaining <br />structures. <br />SIGNS AND MARKERS — Rule 4.02: <br />Surface disturbance markers, which are white pvc pipe sections placed over rebar that has been set into the <br />ground, were up around the disturbed areas.
