The permit records were inspected on the afternoon of Wednesday, <br />October 26, 2011. Due to rainy weather and wet ground conditions, we waited to conduct the <br />field inspection until the following afternoon. <br />Following the field inspection, we returned to the landfill office to report our sighting of a pickup <br />truck and hunter within the permit area. There, we spoke with Dave Andrews, the landowner. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />• Permit Records were available for review at the nearby office of the Broad Canyon Landfill. <br />A completed DRMS Availability of Records Form is attached to this report. <br />FISH and WILDLIFE — Rule 4.18: <br />• No deer were observed during the inspection, but as we were driving to Mining Area No. 3, <br />we encountered a hunter, on -foot, who was dressed in blaze orange and camouflage. <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br />4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br />Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments <br />4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />• We were unable to inspect Pond B; a pickup truck with New Mexico plates was parked on <br />the access road between Ponds A (now reclaimed) and B, effectively blocking vehicular <br />access to Pond B.
