However the shadow effect will quickly diminish once flows rebound <br />in the creek after Phase 3 construction. The surface flows will permeate and replenish the <br />alluvium located downgradient of the cutoff wall. <br />Comment 6: The monitoring plan (page 18) seems only to address the three "mitigation" areas. <br />(Except the last sentence that talks about weed control on restored areas). Restored areas should <br />have similar monitoring as "mitigation" areas and of course mitigation areas would have weed <br />control. <br />On page 18, how big area the fixed plots? Only a total of 6? Shrubs and trees 80% survival in <br />good health is o.k. - but another reason why 1:1 replacement doesn't work (we are assuming 20% <br />failure). On page 19 we will ask for monitoring Dec. 1 of each year. <br />Response 6: I have broken down all mitigation areas by mitigation activity and proposed <br />monitoring at each area.
