However the shadow effect will quickly diminish once flows rebound
in the creek after Phase 3 construction. The surface flows will permeate and replenish the
alluvium located downgradient of the cutoff wall.
Comment 6: The monitoring plan (page 18) seems only to address the three "mitigation" areas.
(Except the last sentence that talks about weed control on restored areas). Restored areas should
have similar monitoring as "mitigation" areas and of course mitigation areas would have weed
control.
On page 18, how big area the fixed plots? Only a total of 6? Shrubs and trees 80% survival in
good health is o.k. - but another reason why 1:1 replacement doesn't work (we are assuming 20%
failure). On page 19 we will ask for monitoring Dec. 1 of each year.
Response 6: I have broken down all mitigation areas by mitigation activity and proposed
monitoring at each area. One new proposed mitigation area was added (Mitigation Area 5 on
Table 4) and the monitoring plan has been adjusted to include all restored and enhanced areas.
The irrigated Ralston Creek riparian corridor was also added as Mitigation Area 7 (see Table 4).
Schwartzwalder Mine Phase 1 Page 11 October 2011
Response to USFWS Comments
