Chuck Silengo of McClane Canyon Mining (MCM) <br />was present for the entire inspection. Weather conditions were clear and cool. Ground conditions were dry. <br />McClane Canyon Mine is currently an inactive underground coal mining operation. The mine went into <br />temporary cessation in February, 2011. There was very little activity at the mine site since it is in temporary <br />cessation. A few workers were doing some routine maintenance at the shop. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />The availability of records was checked at J.E. Stover & Associates office on 10/20/11. The records files are <br />retained and updated by J.E. Stover & Associates. All required records were on file and available for review <br />during this complete inspection (see the DRMS Availability of Records checklist at the end of this inspection <br />report). <br />HYDROLOGIC BALANCE - Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage —Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />Drainage structures and diversion culverts in the portal area were clear of debris and appeared to be functional. <br />The location of the rockfall that occurred in December 2010 in the clean water diversion behind the exhaust fan <br />housing was inspected. As requested by DRMS, Chuck Silengo of MCM broke up the rock slab with heavy <br />equipment and cleaned all rock and debris from the location of the rockfall. The material was taken down below <br />off the portal bench area and neatly stockpiled along side the Haul Road.
