MINE ENGINEERING <br />MINE RECLAMATION <br />November 4, 2011 <br />Dan Hernandez <br />Division of Reclamation, Mining and Safety <br />1313 Sherman St., Room 215 <br />Denver, CO 80203 <br />Re: New Elk Mine Permit C- 1981 -012 <br />Minor Revision No. 102 <br />Relocate Two Fine Slurry Return Wells <br />Dear Mr. Hernandez: <br />On behalf of New Elk Coal Company (NECC) enclosed is an application for a minor revision to relocate <br />two fine slurry return wells. The wells are being relocated because, based on drilling results from slurry <br />well 1, there is not an Allen Seam mine opening at the original proposed location. The formation above <br />the Allen Seam in this location apparently has sagged over the years and essentially filled the mine void. <br />The location of the wells was shown on Map 11, Sheet 3 New Elk Mine Site Plan, East Portal Facilities. <br />The new location of the wells is shown on Map 12 Surface Facilities and Roads - West Portal. Slurry <br />Wells 2 and 3 are to be relocated. Surface run -off from the relocated slurry wells will flow to containment <br />area number 1. <br />Disturbed and Affected Area <br />No change. The wells will be drilled within the existing disturbed and affected area. <br />Reclamation Estimate <br />A reclamation estimate was provided with MR -95. The depth of the holes in the MR -95 reclamation <br />estimate was 450 feet each. At the new location, the depth of the holes is 200 to 220 feet each. Therefore, <br />the reclamation bond is more than adequate for the two wells at the new location. <br />Sincerely, <br />7 1. <br />J. E.
