October 26, 2011 C- 1981- 008/New Horizon Mine MLT <br />of approximately 900 feet. At the end of this line, a headgate (Photo 5) consisting of valves <br />and a flow meter (Photo 6) has been installed. The "fall" from the elevation of the division <br />box inlet to the outlet on Benson -West is 35 feet, according to Mr. Gubka. When the CCC <br />Ditch is running full, Benson's 12 shares equate to approximately 1/3 cfs, or 150 gpm. Hand <br />cranks on the head gate facilitate proper adjustment of irrigation flow to this field. A <br />network of gated pipe and furrows will be installed to distribute the water across the field. <br />• We did not inspect the headgate installed to service the Lloyd property. Mr. Gubka said that <br />feature is identical to Benson's, with the exception that the HDPE lateral is 8 inches in <br />diameter, rather than 12. <br />• The 12 -inch HDPE pipeline will ultimately be extended further west along BB Road to <br />service approximately four acres of reclaimed Irrigated Cropland on the Western Fuels <br />parcel. This extension cannot occur until mining and backfill operations have been <br />completed. <br />• The IP fields on Benson -West and Lloyd have been disked (Photo 7), rock - picked (Photo 8), <br />and land - leveled (Photo 9) in preparation for seeding. These fields appeared to be in <br />beautiful condition (Photo 10). This type of work is conducted by WFC's contract farmer, <br />which is currently a Mr. Staats. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />• We observed a small herd of horses (six animals) grazing on the Irrigated Pasture reference <br />area. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3); Drainage 4.03.1(4)/4.03.2(4); Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6); Reclamation 4.03.1(7)/4.03.2(7): <br />• Due to precipitation that was received on Oct. 26, the driving surfaces within the permit area <br />were somewhat slippery. A motor grader was at work on the 27th, pushing the wetter <br />material to the side so that vehicles could operate safely (Photo 11). <br />SPECIAL CATEGORIES OF MINING — Rules 4.22 through 4.27: <br />4.25 — Prime Farmlands <br />• Topsoil stockpiles and areas across which topsoil has been redistributed are generally well <br />stabilized with respect to preventing erosion and loss of the resource. <br />• There were no active topsoil salvaging, stockpiling, or replacement operations occurring on <br />the Morgan property during this inspection. There appeared to have been no changes made <br />to the stockpiles or the undisturbed areas since the Division's previous inspection, on <br />September 30. <br />• The soil sampling portion of TR -61 is expected to occur sometime this fall.
