BARR <br />• engineering and environmental consultants <br />Exhibit No. 82, TR 127 <br />Refuse Pile Expansion East <br />Mountain Coal Company, LLC <br />West Elk Mine <br />Addendum No. 1 <br />October 3, 2011 <br />The following text and permit drawing modify the July 2011, TR 127 version of the Refuse Pile <br />Expansion (RPE) East permit Exhibit No. 82. <br />• 1. Delete Section 4.1 in its entirety and replace with the following text: <br />4.1 Stripping <br />Vegetation will be removed and vegetative soil will be stripped from the refuse pile footprint <br />prior to preparing the drainage and site for placement of coal refuse materials. Vegetation that <br />can be chipped in place will be mixed with the vegetative soil to enhance the organic content. <br />Vegetative soil will be placed in designated stockpiles until needed for contemporaneous <br />reclamation as the face of the refuse pile reaches design grade (Rule 4.13). After vegetation and <br />vegetative soil has been stripped, the remaining surface will be benched to prevent the <br />development of a shear plane between colluvium and refuse materials. <br />2.
