a) Please provide the Division with a copy of the return receipt of a Certified Mailing <br />(green card) for the following owners of records: <br />i) CDOT letter dated September 19, 2011 <br />ii) Fairbanks Daily News - Miner, Inc. — the owners of record of the surface and <br />mineral rights of the affected land. <br />iii) Overhead Power Line easement owner <br />3. The Division received comments from Colorado History and Army Corps of Engineers. <br />The letters are attached for your review. Please address the comments noted in the <br />letter and make any changes in the application as necessary. <br />6.4.3 Exhibit C - Pre - mining and Mining Plan Map(s) of Affected Lands <br />Page 2 of 4 <br />4. Please identify owner's name of the overhead power line on the area of affected land and <br />within two hundred (200) feet of affected land boundaries. <br />6.4.5 Exhibit E - Reclamation Plan <br />5. The Applicant states topsoil will be segregated and stockpiled on the property within the <br />boundary. Please commit to seeding the topsoil stockpiles if in place for more than 180 <br />days. The Division recommends the.seed mixture in the Reclamation Plan be used to <br />stabilize the stockpiles. <br />6. Please update the topsoil depth listed on item f) (ii) to indicate 2 -6" to remain consistent <br />with previous statements by the Applicant. <br />6.4.9 Exhibit 1- Soils Information <br />7. The Applicant committed to stripping and stockpiling 2 -6" of topsoil in the Mining Plan. The <br />soils information provided by the Applicant states 0 to 16 inches of topsoil is available at the <br />site. Please explain this discrepancy, revise all applicable exhibits and commit to salvage <br />and protect all topsoil on site from erosion. <br />6.4.12 Exhibit L - Reclamation Costs <br />8. The Applicant proposed a reclamation bond in the amount of $25,420.00. The Division has <br />review the calculation and accepts the proposed bond amount. The Division will set the <br />reclamation bond amount for the conversion application at $25,420.00. This is an increase of <br />$12,820.00. <br />
