PERMIT #: M- 1992 -074 <br />INSPECTOR'S INITIALS: BMK <br />INSPECTION DATE: October 28, 2011 <br />OBSERVATIONS <br />1) The Division conducted a monitoring inspection of the site as part of sites to be inspected during the fiscal years <br />2010 and 2011. The site is a phased 112 construction materials operation located approximately 2 miles south of <br />Fountain Colorado. The site was active at the time of the inspection. It is operated by the Colorado Springs <br />Utilities. <br />2) The total permitted acres is 50.70 acres of which 47 acres could be affected. Under the approved technical <br />revision # 3 in 2003, the operation is allowed to import inert material to be used as backfill. Some imported <br />backfill was noted along the south western part of the permit area being used as back fill at the time of the <br />inspection. According to the annual report a total of 3.59 acres of affected land was reclaimed using inert <br />construction debris. The reclaimed slopes which were 3:1 and gentler were found to be in good repair. No <br />erosion features were noted in the reclaimed slopes at the time of the inspection. A small quantity of stockpiled <br />processed recycled asphalt was noted, stockpiled along the south side of the permit area. <br />3) The current total affected area is 22 acres. Mining was conducted in 2009 and 2010 in Phases 3, 4 & 5.In 2011 a <br />portion of the phase 6 area was stripped of top soil. There was large quantity of processed stockpiled material <br />located along the south east side of the permit area. The operator was stockpiling processed material in <br />anticipation of future needs along the eastern part of the phase 4 mining area. Top soil stock piles were properly <br />protected and stable. All the drainage from the affected area is captured within the permit area. The affected <br />are was walked and inspected and no problem noted. <br />4) A permit sign at the access to the pit area and boundary markers were properly posted. Since the operation is <br />permitted by a government agency, there is no financial warranty posted for the operation. A performance <br />warranty is in place .The operation is in compliance with the approved reclamation permit. <br />Page 2 of 4 <br />
