The modification presents a revised plugging and <br />abandonment procedure for any drill hole or monitoring well installed in support of AMSO oil shale <br />RD &D project where well logging or other information indicates that the top of cement placed within the <br />annulus outside the Iongstring casing is below the ground surface. As we demonstrated in our meeting on <br />October 7, 2011, and in the report prepared by Mr. John McBeath (dated October 12, 2011), the cement <br />seal within each of the subject wells provides adequate isolation of the retort test interval as well as <br />between the hydrostratigraphic units encountered within the well. Where cement does not extend to the <br />ground surface, the top of cement occurs within the upper portion of the wellbore.
