St:ormwater Management Plan (continued) In the areas of coal mining facilities directly regulated by effluent l:.mitations, it is expected that, through actions directed at a~;hieving compliance with these limitations, the permittee will effectively control most site stormwater discharges. Howeve.r,,in other areas, this may not be the case. Some of the discharges are oytside the coverage of the diversion ditches and sedimentation ponds required under the facility's Colorado Mined Land Reclamation Division (CMLRD) permit. Examples of such areas are roads and railroad Lines used for transportation to and Erom the site, outslopes of ponds, inactive loadouts, sites used for storage and maintenance of material handling equipment and areas granted small area exemptions. 7'he plan shall describe all areas chat have not been previously L~ermitted, but meet the definition of a stormwater discharge in 40.CFR ].22.26, and shall include a map (or maps) denoting the affected :treas. The map(s) shall show the location of the discharge(s) or drainage areas and indicate Che receiving waters. The map(s) shall :label each stormwater outfall with a three digit number beginning with .he next number after the last numher assigned to surface runoff ~~utfalls. 1'he plan shall describe the controls and/ar procedures that , specifically address the goal of minimizing or eliminating the pollution from these scurces. In some cases, this may entail construction of physical facilities. In other cases, it may entail developing new methods of operation or material handling and/or replacement of materials with those that are less polluting. The permittee shall make the appropriate determinations and receive the appropriate approvals from the CMLRD. Where necessary, Che plan shall include a schedule of activities and/or construction with a reasonable timetable for implerr.entation of any new operations or construction of new facilities necessary to achieve the required goals. The timetable shall allow for attainment of operational Level as expediently as possible, but in no case after June 30. 1995, in conformance with Part 402(p)(4)(A) of the Federal Clean Water Act. The Division will ensure that no proposEed timetable is excessively lengthy. Specific Requirements: a) A coov of the elan shall be kept on-site and shall be readily available co all personnel involved with compliance with the plan. b) The plan shall contain a statement of certification, signed by top management, supporting compliance with the stated goals. c) ecords'pertaining to implementation of the plan shall be kept in '/_ a log and made available on request to Division, CMIF.D and EPA representatives (see Part I.C.4,).
