OBSERVATIONS <br />PERMIT #: M -1986 -140 <br />INSPECTOR'S INITIALS: DB2 <br />INSPECTION DATE: 21 September 2011 <br />This was a routine monitoring inspection conducted by David Bird of DRMS. Doug Keith of Park County Road <br />and Bridge also attended the inspection. <br />The site is located in Park County approximately 12 miles northeast of Fairplay and about % of a mile north of <br />Highway 285. Sand and Gravel are the commodities of interest at this mine. The total permit area is listed in <br />the DRMS database as 9.64 acres, and the post- mining land use is designated as rangeland. No financial <br />warranty is held as the operator is a government entity. <br />There was no mining or excavation activity occurring at the time of the inspection, but there were several <br />material stockpiles indicating fairly recent processing activity. <br />There is an active and busy temporary asphalt processing plant located to the southeast of the pit along with <br />support facilities, plus stockpiles of gravel comprising feed to the plant. The processed asphalt is hauled to a <br />paving operation on CR 77, which is a Federal DOT project according to Mr. Keith. <br />One problem has been noted that will require a corrective action. We were unable to verify the existence of <br />permit boundary markers on the ground as required under Construction Materials Rule 3.1.12(2). As stated <br />on page 1 of this report, the permit boundary markers must be brought up to the standards of the Rules <br />within the time frame stated. The operator must also provide an updated surveyed map of the permit <br />boundary. <br />It is unclear whether the asphalt is within the permit area, a question which should be made clear after the <br />operator supplies the map. <br />Weeds appear to be under control, there is no off -site damage, and there are no issues with respect to <br />hydrologic balance. <br />Page 2 of 8 <br />
