PERMIT #: M- 2003 -058 <br />INSPECTOR'S INITIALS: PSH <br />INSPECTION DATE: October 24, 2011 <br />The 110c to 112c conversion application package was received by the Division on January 31, 2011 and <br />deemed complete for purposes of filing on September 13, 2011. The Fairbanks Pit is located approximately 1 <br />mile north of Gould, CO on State Highway 14 in Jackson County. The required notice sign was posted at the <br />entrance gate off of Hwy 14. The conversion permit boundaries were delineated with barbed wire fence and <br />steel posts. The public comment period for the conversion application ended on November 26, 2011. The <br />Division did not receive any objections to the application during the comment period. The current decision <br />date for the conversion application is December 12, 2011. <br />The proposed Fairbanks Pit conversion would add 12.02 acres to the permit area increasing the total permit <br />acreage to 19.06. The conversion area will include the pre -law area located to the northwest and the <br />Fairbanks II Pit located east of the site into the existing permit area. <br />The ng <br />pp <br />g t <br />proposed pos- mining land use f th co application is rangeland, which is consistent with the <br />- r- r - �- ••b rp ��b <br />post- mining land use for the current site. The mining activity is not expected to reach bedrock or expose <br />groundwater. The site will be mined approximately 10 feet deep. The reclamation plan will be to reshape, re- <br />topsoil and revegetate the area with grass seed once mining is complete. The site will be regraded at 3H:1V <br />with topsoil replaced at a depth of 2 -6 ". Reclamation will commence at the completion of mining activities. <br />The last inspection of the site was conducted by the Division on August 18, 2010. <br />The site was inactively during the inspection. The onsite equipment consisted of a grizzly screen and a dozer. <br />Stockpiles of processed material were located on the pit floor and evidence of recent stockpiled material <br />removal was observed. During previous inspections, the Division noted the pit floor was covered by <br />irrigation /storm water.. The irrigation ditch believed to have caused the issue has been relocated and the pit <br />floor was mostly dry during the inspection. <br />The site has been used recently as a storage area for the road construction work on Cameron Pass. A pile of <br />asphalt was observed in the north end of the site and a pile of imported fill material was located in the center <br />of the site. The Division reminded the Operator that all imported asphalt must be removed from the site <br />before the site could be released and cannot be used as backfill material on site. The Division received an <br />affidavit for the inert fill on September 12, 2011. <br />Erosion rills and gullies were observed in the east highwall and in the topsoil stockpiles located above the <br />highwall in the Fairbanks II Pit. The stockpiles have not been seeded to prevent erosion as required in the <br />approved mining plan. Mr. Brocker with Sessions & Sons stated the highwall, and stockpiles would be <br />regraded and the topsoil stockpiles would be seeded either this fall or in the spring of 2012 depending on the <br />weather. The Division recommended the construction of a ditch or swale above the highwall to direct <br />stormwater away from the highwall. The lack of topsoil stabilization is cited as a problem above and requires <br />corrective action by Sessions & Sons. <br />An excavation into the southwest highwall was observed during the inspection. The excavation was located <br />approximately 100 feet southeast of the entrance and was close to undermining the . topsoil stockpile located <br />above the highwall. The Division suggests the Operator stabilizes the area by backfilling the area. <br />Page 2 of 4 <br />
