• Other Structures <br />All electric powerlines, incidental to the loadout operation and within the permit area, are <br />constructed to minimize electrocution hazards to raptors. Power is provided to a TCC <br />substation metering point by Delta-Montrose Electric Association. <br />An access road has been designed and constructed for ingress and egress to the facilities <br />area. The location of the haul road is shown on the Facilities Map (Map 5). The road <br />design is shown of the Haul Road Design Map (Map 9). <br />The light use road on the east side of the mine site is used as access to the County Road <br />4365. The light use road on the south side of the mine site is used for access to the <br />Loadout Facility. <br />The gravel access road to the shop and office will be expanded to provide for truck <br />parking and maintenance. This expanded area will be developed by excavating about 60 <br />feet to the north of the existing access road. The excavation will provide a level yard <br />area to the north of the existing access road. A fill will be constructed about 60 feet wide <br />to the south of the existing access road with material excavated from the north, to provide <br />about 60 feet of level yard to the south of the existing access road. Construction of the <br />access road yard area will be performed as follows to assure that the road will be stable <br />• such that the weight of the haul trucks, empty or loaded, can be accommodated: <br />The topsoil and vegetation material will be removed from the area to be <br />disturbed. No vegetation material or topsoil will be placed beneath or within the <br />embankment. <br />Embankment will be excavated from the area north of the existing road and <br />placed in fill to the south of the existing road. Each layer of embankment will be <br />completed leveled and compacted before the succeeding layer is placed. Backfill <br />will be placed in layers not exceeding 12 inches when compacted. Compaction of <br />each lift will continue until the material is stable. <br />Proof rolling will be performed on the existing access road and the cut and fill <br />areas. Areas found to be weak will be ripped, scarified, wetted if necessary and <br />compacted until [he weak area is stable. <br />The cut slope to the north will not be steeper than 1.5h:1v. The fill slope to the <br />south will not be steeper than 2h:ly. <br />Drainage of the area will be provided as shown on Map 14. <br />Minimum cover over culverts will be as specified by the Handbook of Steel <br />• Drainage & Construction Highway Products.
